Who Will Get Top Billing On the Ballot In Waterford?

Waterford Registrars of voters will hold a lottery to decide

Municipal elections will be held this year on November 5 but before the ballots can be printed, the town has to determine who's name is going where.

The Waterford registrars of voters will be holding a public lottery to determine the placement of names on the municipal ballot. Candidates’ names will be drawn on Tuesday, September 10, at 10:00 a.m. The drawing will be held in the Registrars' office in Waterford Town Hall. The lottery determines the horizontal order of candidates’ names within a row on the election ballot.

So is there any particular advantage to getting top-billing?
