The Zoning Board of Appeals will decide tonight whether Stonington Institute will be able to move forward with plans to make the former nursing home at 171 Rope Ferry Road into a temporary housing facility for men in recovery from substance addictions. Nearby residents have been outspoken in their opposition to the proposal. The board will make a decision at its 7 pm meeting at Waterford Town Hall.
