Eric Soto, 22, of 16 Park St, was charged at 7 p.m. with driving an unregistered motor vehicle, driving without a license, musses of plates and not having motor vehicle insurance.

Alexandro Torres, 34, of 27 Belden St, New London, was charged at 10:10 p.m. with driving without a registration or license and failure to have lights lit.
