Daily Five: You Interpret The State Statute

Five Things To Know For Thursday, June 23, 2011

  1.     Today it is expected to rain after 2 p.m. and continue through the night, according to the National Weather Service. Thunderstorms are possible tonight, according to the service.

2.     On Wednesday, Patch looked up the state statute when she implied New London and Waterford were not able to share an animal control shelter. Here is the statute she is referring to, which is very vague on whether it pertains to the animal control shelter or just the animal control officer. Feel free to share your interpretation in the comments.

The statute: “Any two or more contiguous towns, each of which has a population of less than twenty-five thousand, and which have or will provide a dog pound facility within their region, by action of their legislative bodies, may agree to be served by a regional animal control officer. Upon certification of such agreement to the commissioner with assurances from the towns so certifying that they will provide and continue to provide adequate facilities and compensation for such officer, the commissioner may, after giving due regard to the regional aspects of the proposed facilities and whether the proposed region would be in the best interests of the towns so certifying, establish such region. Each person so appointed shall have the same powers and duties within the region to which he is assigned as a municipal animal control officer in each town therein. All costs of maintaining and operating such pounds and administering and enforcing the laws relating to dogs within such regions shall be paid in accordance with the provisions of the agreement certified to the commissioner under this section.”

3.     The board of education meets tonight, with its next meeting in September. There are a few vague items on the agenda that could be interesting (namely central office contracts). Another issue discussed will be the possible implementation of the Waterford Police K-9 team in schools. The dogs could be used to sniff for drugs and other prohibited materials.

4.     With school out today, Patch is running a feature on every weekday during the summer called “Patch Camp.” The idea is it gives you one thing to do with younger kids every day.
